Except where a different methodology is prescribed by law, the Colorado energy office, the department of transportation, and the department of public health and environment shall, when estimating the social costs of greenhouse gas pollution, base their estimate on the most recent assessment of the social cost of carbon dioxide and other greenhouse gas pollutants developed by the federal government using a discount rate that is two and one-half percent or less and does not yield a lower estimate of costs than the costs published in the technical support document of the federal interagency working group on the social cost of greenhouse gases entitled "Technical Update of the Social Cost of Carbon for Regulatory Impact Analysis Under Executive Order 12866".
