Notwithstanding section 12-285-217, the board may assess a fine for a violation of this part 2 or a rule adopted under this part 2. The fine shall not be greater than one thousand dollars. All fines must be imposed in accordance with section 24-4-105 but are not a substitute or waiver of a criminal penalty.
