The board has the authority, pursuant to article 4 of title 24, to determine whether an applicant for a license or a temporary license to practice as a nursing home administrator possesses the qualifications required by this article 265, or whether there are reasonable grounds to believe that the applicant has done any of the acts set forth in section 12-265-113 as grounds for discipline. As used in this section, "applicant" does not include a person seeking the renewal of a license.
