Any city in the State of Alabama which has a population of more than 70,000 and not exceeding 135,000 according to the last federal census, or which may hereafter have such population according to any federal census that may be taken hereafter, may adopt the mayor-council form of government by proceeding in the manner hereinafter in this part provided.
