The rules, policies, and procedures necessary to implement this subpart must be promulgated by the department and approved by the board within 90 days of July 12, 1993. The rules, policies, and procedures adopted by the board shall be based on the principle that all employees and applicants shall receive fair and equitable treatment in all aspects of personnel management without regard to political affiliation, race, color, religion, national origin, sex, age, disability, and with proper regard for privacy and constitutional rights.
