Section 45-51A-31.20 - Legislative Intent.

(a) The establishment of a business district within Montgomery County to develop and promote for the public good and general welfare trade, commerce, industry, and employment opportunities and promote the general welfare of the city, county, and state by creating a climate favorable to the location of new industry, trade, and commerce. Specifically, the lack of development and determination of west Montgomery along and around the I-65 corridor area needs to be addressed and specific goals and policies need to be developed on a joint effort between the county and the city to promote and develop the area for the public good and general welfare of the city, county, and state. Development of such a business district by financing projects under this subpart will develop and promote for the public good and general welfare trade, commerce, industry, and employment opportunities and will promote the general welfare of the city, county, and state. It is therefore in the public interest and is beneficial to the welfare of the people of Alabama, and it is hereby declared to be the public purpose of this subpart, to establish the Montgomery I-65 Corridor Development Authority to promote business and economic development in Montgomery County and the State of Alabama, specifically in the areas adjacent to Interstate 65 located within Montgomery County.
(b) Although no specific mission or goals have been established in the legislative process, it is the intent of the Legislature to delegate such determinations and responsibilities to the city, county, and members of the board of directors of the authority established hereunder.
