The metropolitan-government shall have all the powers granted to municipal corporations and the county governments by the constitution and the laws of the state together with all the implied powers necessary to carry into execution all the powers granted. The metropolitan-government may acquire property within or without its corporate limits for any governmental purpose, in fee simple or any lesser interest or estate, by purchase, gift, devise, lease, or condemnation, and may sell, lease, mortgage, hold, manage, and control such property as its interest may require, and, except as prohibited by the constitution and the laws of this state, the metropolitan-government shall and may exercise all municipal and county powers, functions, rights, privileges, and immunities of every name and nature whatsoever. The enumeration of particular powers by this part shall not be deemed to be exclusive, but additional to the powers enumerated herein or implied thereby or appropriate to the exercise of such powers, it is intended that the metropolitan-government shall have and may exercise all powers granted to municipalities and counties under the constitution and the laws of this state.
