(a) The Building Authority Division is authorized to employ architects to prepare plans, specifications, and estimates of costs for the construction of any and all facilities authorized by the provisions of this subchapter and to supervise and inspect the construction.
(b) After the division has approved the plans and specifications prepared by the architect, the division shall proceed to advertise for bids and contract for the construction of facilities in accordance with applicable laws governing the construction of public buildings.
(c) The division is authorized to engage and pay such professional, technical, and other help as the division determines to be necessary or desirable in assisting the division to carry out effectively the authorities, functions, powers, and duties conferred and imposed upon the division by this subchapter.
