(a) The directors shall not have authority to enact the proposed ordinance into law unless at least three-fourths (¾) of the votes cast in the referendum shall have been cast for approval of the proposed ordinance.
(b) The approval of the proposed ordinance by three-fourths (¾) of the votes cast in the referendum shall not be deemed to require the directors to enact the proposed ordinance into law.
