(a) A health maintenance organization shall pay fees to the director as provided under AS 21.06.250.
(b) A health maintenance organization shall pay to the commissioner of health fees, as established in regulations adopted by the commissioner of health, that relate to the regulatory functions performed by that department under this chapter.
