Nothing in this chapter requires either the commissioner of environmental conservation or the commissioner of health, as the case may be, to report minor violations of their respective portions of this chapter for prosecution, or for the institution of libel or injunction proceedings, when that commissioner believes that the public interest will be adequately served by a suitable written notice or warning.
